depends where you buy it from
everyone that sells moded heads has a different idea what the states of tune are
the likes of minispares list what you get for you money in each state of tune

If you read the article on the front page, you'll find this:
Stage 1 - Simple gas flowing, ports, skimmed
Stage 2 - Chamber modifications, serious porting
Stage 3 - Big inlet OR big exhuast valves
Stage 4 - Big inlet AND big exhaust valves
Stage 5 - All the above plus special things like angled guides, etc
Is there a disadvantage to running incredibly large valves (e.g. 31/37) in a head?

Our System is similar to that.. the basic specs are below, all come with 3-angle seats and skimmed to desired CC
Stage 2 - Ported and polished, std size Valves
Stage 3 - Ported and polished, 29.4mm x 36mm Valves
Stage 4 - Ported and polished, 31mm x 36mm Valves, bronze guides and slightly stronger springs.
Power differences between them, all running the same cam/spec is around 4-6bhp
