Right here we go,

Its a 998 mini city, and my question today is.

Is it normal for the engine to splutter and stop if you take the dipstick out while the car is running????

Yes. Effectively the system should be sealed, ie you have a rubber O-ring on the dipstick.

Explanation of why it stalls - to the best of my knowledge:

if the dipstick is removed while the engine is runnning, this opens the crankcase to the natural pressure. Air is sucked from the atmosphere through the dipstick hole, into the crankcase which is plumbed into the carb. Essentially removing the stick introduces a massive "air leak" to the carb, thus the engine runs really lean / weak. This then either splutters or stalls the engine as the fuel / air mixture is way off.
