1) my indicators flash really slow and when i remove a bulb they dont flash at all my flasher unit says 2x21W which is what the bulbs are

2) my hazards flash really fast, so fast infact that the element bearly gets time to light, i removed a but and they slow down and flash normally this unit says 4 x 21w which again it what ive got

if i swap them over they do the same

I suspect you have too much resistance in a part of the wiring that is common to both circuits or a short between the two. The hazard switch is the obvious place.
