People have fitted 17's on Mini's with a lot of modification though so anything is possible.
If your Mini is the 998cc Racing Green in your profile then I would fit no bigger than 12" to be honest, anything bigger will just sap a lot of the 998's torque and will more than likely make it handle badly unless your suspension has been set-up correctly to compensate.

To be honest, I think smaller wheels on a mini are far better. They look better and they certainly handle better. I have 13 x 7 on mine, but I'm going to down size them to 12's when I get some money. They also add a lot of stress to the car which isn't good. The black Cooper is mine with 13 x 7, but I prefer the 10 x 6's on the green one.
Just let me know when ur gettin rid of the 13x7's - Im after some
