Im putting my mini back together after respray and cant figure out the best way to put the windows back in. Is it rubber round the window first then fit to opening, or the other way round?

For the windscreen and rear screen I find the easiest is fit the rubbers to the frame, then use plenty of lube on the rubber, fit the screen into the bottom edge then go round and peel the rubber over.
For fixed side windows I found the fit rubber to glass then insert strong cord into outer groove of the seal, push up against the glass (you need a friend) then inside the car pull the string which peels the rubber out .

30 years ago my saturday job was helping to fit windscreens.
We used to put rubbers on glass, plenty of lub around rubber
then using window sash rope in the "metal" side of the rubber
offer the glass up, one person on the outside pushing, one on
the inside pulling the rope, so the rubber lip comes inside.
Then weather proof with black goo then fit the filler strip.
My job clean the goo off!

As above
Put window rubber round the glass, and put string (B+Q cord sold by the metre seems best) round the outside of the rubber in the recess.
Cross the string over at the top centre, and gradually pull the string through into the car working round the window pulling the rubber with it.
You will need a glamerous asistant (or even an ugly hairy one) to hold the glass in place from the outside, but dont let them press too hard or the string will start cutting the rubber.
