What gap do I need for my spark plugs on my 99 mini mpi.

From memory I think 25 thou is suitable.
My NGK plugs were set at that when I bought them so you shouldn't have to worry, unless you're just adjusting the ones you already have.

Try 25 thou, then 30 thou, then 35 thou and see which is better.
My sparkplugs have allways seemed a bit better after being gapped.
