I pulled an old chrome bumper out of a hedge (what it was doing in there I have no idea), it was disgusting, the chrome was tarnished and there was light rusting over the length of the bumper.
some t-cut and a very soft wire wool and 5 minutes later the bumper was as shiney as the dreaded pirate "chromey" Pete's chrome peg leg (well shiney)

Never use anything abrasive on chrome as it will look nice for a short while but will damage the plating.
The best stuff for cleaning chrome is windowlene! It has been tried and tested by many people that I know as Im a bit of a chrome fan on my scooters :P
