Right I've noticed when I read a topic I go to the bottom to reply and it either had Add Reply and sometimes Fast Reply next to it...
But this isn't a regular thing and happens when it wants....
Why?

The feature is turned off in certain sections, mainly to stop the fast build up of spam! A tactic that probably doesn't work too well!

I think it is just the General Chat and General Silly Chat in which you shouldn't have Fast Reply available.
