Haha thats brilliant!
Also my cars 1989 and went through MOT without seatbelts in the back, and it had them fitted originally.

the offer thing is a guide price.. you just offer what you want and they can either accept or decline your offer.. e.g if they decline you can then counter offer and so can they.. so you just wait until you've got the highest offer and then you accept..
Very simple really..
P.s. the 'certain values' thing is just because they will have been inundated with offers so they just want people to offer above the current offers..

Yes Minis got fitted with lap rear seat-belts as standard (they'd been optional for some time prior to that) from around 1987. Then 3 point fixed seat belts in 1989. 1996 was the year they first introduced inertia reel seat belts in the back and that was with the SPi Cooper 35 LE.
And I'd always thought it was the post October 1996 Twin-Point/MPi Minis that got those first.

The ad states that there are no safety belts in the back??? Not trying to sound dumb but is that legal? I thought if there is a back seat then it would have to have seat belts in order to pass an MOT.....
Apart from my post above, all Mini saloons were fitted with adaptor plates ready for rear seat belts in 1982 (I'm pretty sure that's right, but I've heard some claim their earlier models had them fitted too?).
But I'm sure adapter plates could be fitted to older models if required.

Well I hope whoever buys it leaves it standard, because 13" wheels and fat wheel arches would spoil it a bit.
