As Jackman says, it should be in the engine bay, directly in front of the driver, tucked up under the scuttle panel (the panel with the windscreen wipers on, just in case you don't know).

Sounds to me like your stalk switch has expired since all the problems are associated with that. There are no fuses in the headlamp system of most Minis. Or it could be the dim dip circuit if your car is '88 or later but that wouldn't touch the indicators.

When it's not working next (if it's safely on your drive or something, not on the motorway!) disconnect the stalk switch connector under the dash and see if it makes any difference if you jumper the connections together instead of using the switch. Connecting the light green/brown wire to the green/red or green/white wire should fire up the indicators (don't connect both at once unless yours is a late model car, that's not how the hazard circuit works and the flasher won't enjoy the experience). Connecting the blue to the blue/red (blue/brown if you have dim dip) will fire up the dipped beam. Connecting it to the blue/white should bring up the main beam. Bear in mind that the headlamp circuit is heavy load and do this with some good thick well insulated cable and take care not to short out any part of the plug. There shouldn't be a direct earth inside the connector so you shouldn't be able to damage anything but be careful anyway in case there's a fault. And don't let it short to the body or there could be a fire.
