i doubt very much it was the council,

i use to work in the department that deals with removal of untaxed/abandoned vehicles in Staffordshire if the vehicle is abandoned it would have a 28 day warning notice sticker put on the windscreen and if its as still not moved within 28 days they would take it. unless is was considered to be in a unsafe condition likely to cause danger to the public, i.e doors open so kids could get in and drop the handbrake or has sharp edges/petrol leaking, if the council did take it they have to report it straight away to the police so they can let the owner know when he come in to report it stolen,

if the tax as expired they still would not be given permission by the d.v.l.a to lift it until the 14th day after the expiry date.

all vehicles have to be authorised by d.v.l.a before a lift.
