So if I use etch primer I can just spray over the existing paint job? Will the paint still need to be keyed when using etch primer?
Also, whats the best route to take with new panels? Both my front wings and the front panel are new and are coated in a black paint(?) can I prime over this or should I treat this first?

You need to key down any paint before re-painting.
The black paint on your new panels is better removed and then use POR15 for added protection
or if not then etch primer, chances are the black paint it scratched etc anyway with the odd bit of light surface rust.. so better to start clean and fresh
