How about a picture, so the experts on that kind of repair can form a better opinion? Or, look through some of the rebuilds and restorations to see what others had to do.
The ultimate requirement is being able to get in there to clean, de-rust, measure, fit a patch, weld, prime, seam seal and paint. Can you do all that with the wing in place, with the equipment you have? Will the angle grinder or welding torch be useable in there? Try them and see, power off of course. And, can you weld upside down?
You may be able to save the wing, and put it back afterwards, if you very carefully drill out the spot welds. Got to be worth a try.
