Nothing looks obviously disconnected. Look under the floor to see if the vent has come loose under there. Also, check the tank filler neck for rust and check the quality of the cap seal.

mine was bad when the foam insert that goes around the gear lever was taken out (by me), i put it back in and it went

Having said it was looking fine, what is on the end of the hose that loops above the fuel tank? Whay are cars with odd problems always from the year something changed? In 1992 a valve was added to the tank vent system, and the charcoal cannister came in. The hoses have overspray on them and the tank doesn't so I'd say the tank was out for a respray and might not be properly hooked up. The vent hose connected to the tank outlet is a different size from the one going through the floor. Give everything a tug, you might find the two hoses you can see at the top of the tank are meant to be connected to each side of a valve.

just had a look and the tube furthest away in this picture (connected to the top of the tank) is in a bad condition, its hard to see if there are any holes and it didn't smell badly of petrol but it looks and felt very rough and cut up almost, this is the breather yes?

the middle tube in this picture goes to the bottom of the tank and seemed okay

The top tube is a Breather pipe which should pop out of a hole in the bottom of the boot and dangle underneath the car - if it is for some reason dangling inside the boot, that will explain your smell. Also, if it's in such bad condition that it's leaking that would also explain your problem. Fit a new pipe, and make sure the open end is outside the body of the car and hopefully the smell will go away - I had the same problem once when I forgot to poke my breather back though the boot floor hole after refitting the fuel tank.

No, this car doesn't have an open vent system. Or it shouldn't. It should have a charcoal cannister system but it is from the year the system was introduced so could have either. The multi port floor grommet and the fact there are two different pipes at the top of the tank point to the charcoal cannister. That's what I was asking about, are the two pipes at the top connected to each other? If you look in the engine bay is there a bundle of small hoses running through a large hole in the wing by the wiper motor?

I also got very confused with this but today I went to a mini specialist near me and apparently my fuel lines and stuff has been changed? I don't have a charcoal cannister, but I have a breather which leads from the top and dangles underneath, so he replaced that. I guess ill have to wait a few days to really know but I am unsure if it has helped :S

He tried diagnosing the problem and confirmed there are no leaks, everything seems connected but if changing the breather doesnt help, the only real way to tell is to take out the tank... which is awkward as a different fuel cap is fitted

Have you looked around the carb? I thought there was a rubber over flow pipe on the float chamber by the carb which goes down onto the clutch housing and onto a metal pipe and drains the excess petrol it might not be linked up or leaking?
