Speedometers, Legalities Ect

the old gear has a dent on one of the teeth which tells me something is stopping it spinning thus rounding off the inside and the shaft is just spinning.
I dont think i can fix it without taking my engine out to gain access so am planning to fit an old bike computer i have, the actual question I need help with is my mileometer, it is going to stay at its current mileage obviously and my computer will record mileage so thats not a prob but for MOT's it will have the same mileage every year, would that constitute a fail or something ?
sorry for my ramblings and hopefully someone can decode it and help :)

and ok I wont worry too much just keep a track of my miles and add them to my present speedo reading and when my new engine gets built in the winter I will have a working speedo again hopefully :)

oh and we need to prove its inoperative . meaning we must be able to clearly see that a cable is not connected . no road test , otherwise it passes

Wow! That must be a new one - thanks for showing us - no need to be sorry. And it must have a dial glass and be able to be illuminated!! And indeed it must be working - reason for fail is if 'clearly inoperative' - ie if it doesn't work when the wheels are turning..........I would say it is 'clearly inoperative'....
castrol quiz question. It must be accurate to within 105, be illuminated at night and visible to the driver. always liked the last one.
