Heater Valve Attaching Point?

Bloody stupid question I'm sure, but I'm stuck on this one. My '93 spi had a somewhat functioning heater flow valve connected to the control cable & lever, and attached to the hoses in the engine bay. The plate that the valve is on is floating free however - it's not attached to anything. Despite looking at the Haynes, etc. I can't seem to figure out where the plate should be attached to...is there a screw or bracket of some sort that should be there?

it just floats there, doesn't attach anywhere

I have seen SPI ones secured down with zip ties just to keep them out of harms way or to make allow a slightly easier opening/ closing of the valve but that's about it - MPIs went back to being bolted in (albeit immediately above the heater matrix).
