I'm going to be moving my seat further backwards so it's more comfortable for my feet but can you also bring the steering wheel closer to you or not? Is it possible on a Mini?

Not with the standard column, as such. You can get a lowering bracket that does bring the wheel closer as the column moves down in an arc.

You can get drop brackets to lower it, then use a dished steering wheel to bring it closer.

yes i bought drop bracket and more dished wheel
and its nice to drive now as being tall and slim
with seat back had to make some extended brackets
now knees dont touch steering wheel

Be very careful with drop brackets. They have been implicated in a number of total steering failures, some fatal. It was not always because the person fitting them failed to loosed the rack U bolts to allow the pinion to line up with the column. If the bracket is not sufficiently stiff, or accurately made, a sideways positional error will also cause spline wear and subsequent failure.
In the 1960s, BMC as they then were issued a very serious warning about using drop brackets, after some people had been killed, and the design of the Mini was wrongly being blamed.
I would NEVER drive a Mini with a drop bracket fitted.

Exactly ! 2nd for that !! The BMC design is such that the wheel will move forwards away from the driver in a heavy frontal crash. With the stupid drop bracket fitted - it will spear straight back at you. Don't do it!
