Yes, it would only be illegal if you attempted to pass it off as the actual vehicle mileage. You can alter the odometer reading by stripping the speedo down and turning the number drums manually, just ease them to the left to disengage from the ratchet- there's probably details online somewhere.

m not trying to alter the actual mileage of the car. I just want the new speedo to display the correct mileage that's all.
does anyone have any links as i cant seem to find any?

Are you replacing just the speedo instrument itself, or the whole instrument pod? If you're replacing the whole pod and there's nothing actually wrong with your existing speedo, then it's quite an easy job to swap your existing speedo instrument across from one pod to another (thereby retaining your original mileage).

Im swapping out a Nippon Seiki 2 clock cluster to a 3. Or can i just transfer the printed circuit board and the tachometer over?

In which case you just need to take the plastic screen off of both pods, undo the two screws on the back of the casing that holds the speedo instrument into each pod and the speedo mechanisms should drop straight out, so that you can swap them over.
