This happened to mine. Well not rev by itself. It just didn't return completely, leaving throttle slightly open and revving at around 2-3k.

A pedal return spring helped (cheap and quick, 30sec job) = didn't solve sticky/notchy pedal

I was using a new Minispares oem type non-coated cable, was sticky/notchy after driving a bit. Then tried using a Toyota nylon coated throttle cable, the threaded part (a bit longer than the stock one) is inserted on the bulkhead, the other fitting is cut and made to fit the white bit that slots into cable holder of the carb/throttle. = buttery smooth throttle

Check the basics I guess

1. sticky carb

2. cable (angle, condition etc etc)

3. pedal movement

Make sure your engine earth is connected, otherwise your engine will be earthing through your throttle cable making it sticky/notchy as it'll heat up
