can anyone recomend a tool for drilling the correct size holes for my new dials, i shall need to drill 90mm holes and 52mm holes.

Well I have always used an adjustable hole cutter. It's a bit like a fly cutter really but it is a bit of a handful and not easy to get going especially in a hand drill, it takes a big chunk out if you push it too hard or go off line. You can buy bimetal hole saws in a great number of sizes and the two you need would probably fit onto the same arbour so you would only need one of those. Decent tool shops will have these, and there are a lot of sizes available at places like B&Q. Or if you are fitting them to metal or thin plastic panels you could use something like a Q-max cutter. These are great but I'm not sure if they make sizes this large and they would be expensive anyhow.

adjustable hole cutter, as dan mentioned, would be how I would do it, a tip for this would be to clamp a piece of wood either side so that the hole in the dash is cut cleaner and helps prevent splintering if wood and digging in if metal. If you don't have the tools or inclination then you could chain drill it then file it to size.

Dont be tempted with a cheap hole saw set from the local market for £2.99 waste of money !
