Looks like rings to me, sorry... Does it smoke blue from exaust and what the plugs look like?

if rings are letting some oil past them to the combustion chamber then you are looking for any sights of burned oil, black sotty or even oily deposits, that is.
I had the same problem, due to mixture of problems I had to rehone the block and refit new rings after 3000 kms.
Ypir saying you had to top up due to small leak might give further clue that the oil got burned, was the leak really so bad as to top up? How much oil you had to top up? How often?

Not getting any other symptoms no hi oil pressure no smoke from exhaust runs fine I think my carb is a little out tho

Are you running the crankcase breathers onto the carb? or have the small filter type crankcase breathers or are your standard /aftermarket breathers/hoses blocked both would case crankcase pressure from the cap,
The plugs would be black if the engine is running rich and if its been runing excessivly rich since the rebuild could cause borewash, where excess fuel washes the oil film from the bores and results in high piston ring wear
