Most definatly the ship as its pushing fluid under it, the water has a mass of which it can act against and move forward. The train will just be dragged along the surface as the contact patch and driven wheels wouldnt be sufficient to supply the same force and get the power down

And you'd be surprised at the contact area of a train with a lot of driven wheels
