Maybe the hole where the sender goes on the sandwich plate is blocked? Or your sender is defect?

Edit: If you take the sender out, plug it in, turn the contact on ( don't start engine or you'll have a mess!!!), and heat up the sender you should see if it is that...

when you say it overheated what actually happened?

The fact that when you unplug the sensor the fan kicks in proves that the ecu/loom/sensor are communicating as they should

It's just sometimes deposit makes a wall between the sender and the cooling fluid.
Hens testing the sender by heating it artificially with a lighter or something, holding it with a pair of pliers of corse... 😀

maybe the issue is the coolant cap leaking. I've had the same problem some time ago - it appeared that the cap could not hold the pressure in the coolant tank. Due to low pressure in the tank, the coolant boiled. Try messing with the cap itself, maybe loosen it a bit or make it tighter.

the fact that when you unplug the sensor the fan comes on proves there are no brakes in the loom
