You don't need the original engine to be in the car to import it to the US, the only thing that has to match is the vin to the title, as long as that matches you're golden. I know many people who have brought in cars without the original engine, the only thing the gummint is interested in is that it's not newer than a 1991 car, if you can prove it's vintage is older than that , you'll have no issues.

This is in response to your inquiring regarding the admissibility of a
vehicle that is purported to be a 1977 Mini with Chassis no. XC2S1N
1072564 B. The Chassis no. partially decodes as follows:
X=nonsignificant
C=1098cc
2S=2-door saloon/sedan
1= Round nose, traditional Mini body style
N=Special Deluxe
1072564=(sequential build number) Unknown - Should start with 101, not
107
B=(assembly plant) Unknown
You furnished a photo of the engine fitted to the vehicle with serial
no. 99HC20P112187. This decodes as a Mini 998cc engine. The chassis
no. decodes to a 1098cc engine, which would commence with 10H, not 99H.
The 99H engine fitted to the vehicle is a 998cc.
The plate affixed with Philips screws shows: "Mini MKII". The Mk II
models were made from 1967 - 1969/70. A 1977 Mini would generally be
regarded as a Mark IV, not a MKII.
The "Austin Morris Group - British Leyland UK LTD" vehicle commission
plate that is affixed with rivets are in my opinion are not original to
the vehicle. The rivets are clearly not 1977 vintage.
On the basis of the foregoing, the actual age and identity of this
vehicle cannot be determined. I have reason to believe that it is not
an original 1977 Mini with Chassis no. XC2S1N 1072564 B. I strongly
recommend that it not be presented for importation into the United
States.

as we have not seen the plates who knows. post images.
also 1s and 7s often get incorrectly printed stamped etc.

The UK Produced MK 2 ran from October 1967 to October 1969. These had either an 850 or a 998 engine.
If indeed yours is a 1977 car, it would be a 'MK 4', though there wasn't an official factory designation as such. I'm fairly sure this would have had a 998 engine. The 1098 I think was only fitted to the Clubman range, but I'm sure someone here could confirm this.

There is a guy who has all the documents relating to the sales of minis in Germany.
But I forget who he is. But info can be found on the German mini forum.
Your bet bet will be to get a German who knows to inspect the German tags.
But I think that the German tag was incorrect when fitted. And the engine has been changed.
Where are you based? (Pm me if you don't want it public) and I can maybe point you in the direction of a local that could help.
