is it best to do before primer its been shot blasted thanks

I always do mine after epoxy primer, I also use tiger seal or the pu sealant from toolstation, you can use a brush with panel wipe to get it smoothed out.

If applying primer yourself (i.e. rattle can), I find it is best to put the seam sealer on first. 

I have had instances in the past where applying it over primer has caused it to shrink and crack

im doing it with a spray gun should i etch it then seam seal not done much spraying on a road car done loads of race cars

One way is to brush lots of red-oxide primer into the seam then apply the seam sealer. Spray the desired primer over the surface once the seam sealer has dried out and finish with top coat.
