I don't think it's that critical, unlike other cars most stuff is accessible fully built up.
I'd do sound deadening as it will work better if it's not being held off by wiring - the exception being any that's running in floor channels or door pillars etc. Fitting the steering means you can move the car about more easily, it's quick to drop the column again, as long as you haven't sheared shear bolts. Get the pedals built up first though.
The longer you can put off fitting trim the less likely it is to get trashed when struggling with other bits. Also leave the windscreen 'til the end, it's handy to be able to reach both sides of the bulkhead.

I've hit some of the same questions on order of fitment- Despite all the pictures I took during teardown, and I mean a LOT of pictures, I cannot
figure my pedal box installation in relation to the steering column. I agree that the pedals should go in first for ease, but on a MK3 how does that
pedal box bracket meet the dash rail, relative to the plate and bolts that hold the column?
Do the front "prongs" just rest against the bottom of the dash rail after everything tightens up at the firewall and master cylinders?
Then do the column bolts straddle one of the prongs?
-Always take extra pics, at extra angles---lesson learned!
