Obviously this is for track use not road..

But can too little rear braking be as bad as too much?

Didn't think so but had to check

Having some "swapping end issues" since doing a load of work on the car so I guess it's got to be suspension set up issue

Also worth checking the front end is applying even pressure. Too much / little on one side will spin you round. Had a similar incident last year. Took the tears apart only to find it was the fronts. Renewed hoses and all good.

Cheers, It's stepped out to the left and right at different corners, so I'd guess that's not my issue

are the rear wheels toeing in ?

if they toe out for any reason (clipped kerb etc) , handling will get nasty , esp with back end stepping out

radius arm adjusters can move sometimes (depending on make / quality)

also check tyre pressures , lower on back can make back swing out a bit to start a spin (oversteer)

also what tyres / condition , diesel / oil on road can also liven things up
