Front Of Rear Wheel Arch Closing Panel

I have to replace the closing panel in front of the rear wheel arch.. A bit of a pita I recon, so I need some advice.

 

Can it be replaced without damaging the rear quarter panel? Or should I just cut out the bottom part of the quarter panel and replace it once the closing panel has been welded in?

 

Also - is it possible to remove the rear bins while doing the work, and then welding them back in once it is done?

I'm restoring my car, and I really wanted to save my bins, but as they make a triple metal sandwich by the front seatbelt mount, its almost impossible to remove them without damaging them.

 

I think it should be possible to replace the closing panel without damaging the 1/4 panel, but you wouldn't be able to weld the vertical section of that panel to the end of the heel board as its behind the bottom quarter of the 1/4 panel (unless that bit isn't damaged?)
