Be careful of the Blue Book if it's a stage car  - modifying the bulkhead may not be an option -

"48.1.4 With the exception of cars accepted under 46.3 (see 46.3.7), and cars with modifications conforming to their homologation papers (46.2) floor pans, bulkheads and transmission tunnels may not be modified other than by localised alteration to accommodate the fitting of an alternative engine and/or gearbox and/or differential and/or axle, seats and exhaust."

I'm not sure if the MSA consider it a bulkhead though.

Too difficult to get to Nick if you need to change a wheel in a hurry on a rally, even with fully opening side windows.

can't you just open a door?

The door is not the problem, the large fixed bucket seats, harnesses and extensive roll cage are.

A mod on Mk1 & 2 minis was to make the side window clasp pin removable so the window would open 180 degrees and allow easier access into the back seat.

Good point, also now that you mention it I have seen pictures of rally minis where the rear quarter windows swing all the way open, now I know why!

A rally car normally has provision for 2 spare wheels.

A boot fitted alloy tank is really only for race cars where no spare wheels are carried.  the best option is twin 5.5 gallon tanks as fitted on the Cooper 'S'.

With the spare wheel inside the car, where it needs to be securely mounted, you wold lose so much time changing it you might as well give up and go home! With my driver, the fastest we ever changed a wheel on a Mini was 1 min 48 seconds from stopping to starting again.

Call me cynical, but with today's society they'd not only steel the spare wheel but the roof rack as well.

A roof rack degrades the performance too much.

The event was a single venue stage rally, the car was a stage car. Think the bulkhead refers in the case of a fwd car to the front bulkhead.
