First of all the car should be driven very hot, oil should have at least 80 Celsius temperature. The Coolant temp.sensor must work properly. Light overfuelling causes also hihger CO2. Your Lambda value ist too high 

HC should be acc. to Rover emission protocol  200 ppm max.

CO o,3 max     Idle  0,5 up to 1,5

Well it wasn't an exhaust leak. Exhaust has been fixed, new air temp sensor because why not and emissions are still terrible.

 

Now what? I guess I'll just get rid of the car. :(

 

Maybe it's the ECU. But I don't want to spend loads of money on something I'm not 100% sure that's the problem. Oh well.

Have you seen and read the other thread here:

95 Spi Ptc And Lambda Heaters

his problem seems to be some grounding in combination with the heating of the lambda sensor.Other users reported that they could solve similiar problems by additional grounding the ecu.

Did you do as suggested, get it properly hot before taking the test?
