If it old dont heat just get a wood chisel and scrap it off heat i find just make more mess

I personally have used underseal after my restoration and applied some more on it the other day. But mine is applied over solid and painted metal 

 

It will keep the rust at bay if used properly and reapplied as said before and on a solid painted surface
