remove all the bit that has been seam welded in. then you will need to recreate the hollow boy section that was cut out originally.
I would not bother and just make up some new brackets to hold the heater in place.
they have cut out part of the bulkhead and the bulkhead crossmember.

At the moment I'm busy with getting all the bodywork of my 1992 SPI in good shape and I was recently told that the box welded into the interior was to make a turbo fit. Because of the box the heater doesn't fit and without the heater it won't pass MOT.
So does anyone have pictures of how it should look like or have a clear explanation of what to remove? Thanks in advance!

Now that I've seen the amount of work to change e.g. a floorpan, I think I'm just going for the easy way and just make some brackets for the heater

Accidents happen. If I was to have the misfortune to have a frontal impact in a Mini, I would very much prefer the full box section bulkhead crossmember to be present and correct, so I would put it back into standard condition, either with some very good seam welding, or a new crossmember, fully plug welded, for serious road use. Plus, the handling may be marginally improved, as the torsional stiffness of the shell will be higher.
