So i take it you are talking about the BMW mini here and not the classic mini?? And the answer for a classic is no to both questions.
For a BMW Mini, no to 400hp and yes to AWD.

Now as to a modified classic mini with 400bhp then yes you can buy a kit that can give you what you need. See the attached link

Not that its any help but I will have a 300bhp+ classic mini once my pistons arrive but only front wheel drive!
