Not a new topic I know, but a new slant on it.

 

We have all read the governments decision to make any car over 40 years old MOT exempt in spring of next year - in the consultation papers they suggested excluding anything substantially modified, the system to clarify 'substantially modified' was going to be the VOSA points system.

 

Now today Novembers Mini Mag has been dropped on the doormat - they detail the exemption but claim the exclusions will be any modification that increases the power to weight ratio by more than 15%. 

 

Any thoughts?
