Mini 2008 1.4 Overheating Problem

Hi there. Hoping someone can help please.
I have a mini 2008 1.4 (Peugeot engine] and it started to overheat and coolant came out of the head a tank. I took it to a garage and they replaced the thermostat housing as it came up with an electrical fault and the water pump and still did the same fault when you took it for a drive for around six Miles it still wouldnt over heat. If you left it ticking over stationary for over an hour the heaters would stay fine and hot and it would not overheat it only happened when I drove the, i then paid for a Headgasket to be changed as it was tested and was leaking it has been tested since and is not leaking,we have noticed that the radiator only gets warm about a third of the way down, its driving me and now 3 garages crazy
Any advice would be appreciated
