I know there is a panel of captive nuts underneath the tunnel for the seat belt mount, but the 2 extra holes confuse me. Could someone shed light on this. THanks.

Early cars didnt have a welded on captive plate for the seat belt mount. Instead they had two separate plates with captive nuts that the seat belts bolted to.
