Does this mean when you buy new pots they come with that as a kit?
Or do they come fitted to new shafts only
Or are they rugged and only ever need a clean and grease?

Ah, that's a Service Kit.
For the outers, I don't think as a spare they have been available since the early 60's and I've never known them to be available for the inners ever. I have parts books from near end of production, going back to 1964 and none of these have the service kits listed, only a joint and a boot.
Really, I could never see how a Service Kit could be applied. It has all the parts of a CV, except the Outer. All parts of the CV wear, including the outer, but except probably the Balls themselves. With oversize balls were listed in some of the workshop manuals, without dressing the slots for the balls in both the inner and outers to match, it would be futile. What's more, with the inners particularly, it was wear in the cage that made them 'bad' and gave the clicking noise.
Anyway, sorry for all that, but you'd be best off replacing the Joint, though usually, if the boot stays in tact, they do last a very long time.

Perhaps think of it this way - they come with new pots.
