Don't be too pushy is my hint. "I'm looking for a project car to restore, and this one seems ideal" is the perfect things.
I know someone who's son died at young age. His project car is still sitting there, outside and slowly rusting. But you can't blame the owners for not wanting to sell it either imho. In the end, it's only a heap of metal, 1 of the millions made. But it's the only car with that sentimental value.

I occasionally pass a bungalow which has had various minis lying about the driveway and garden for 20+ years. He has a sign on the gate saying cars are not for sale. They just seem to deteriorate with no apparent restoration being carried out to any of them, seems very strange!

There's a house near me where the guy buys a car and runs it for a while, presumably until it breaks or won't pass an mot, he then keeps them on the drive.

There are also cars in the garage and carport I can't see properly, I doubt any will see the road again.
