That is copied almost verbatim from The Sun, it was the worst article I have ever read, and yet again they are just picking and choosing facts to scare you,
the AA is advising that you could land yourself with a £2,500 fine for wearing sunglasses behind the wheel - but you could also be fined for NOT wearing sunglasses when you're behind the wheel.

Highway Code Rule 237
