Just fitted new wheels and they rub on the arches ( wood and picket)when on full lock. If I fit new adjustable tie rod and re do the tracking would this help?

not really. the wings need trimming and the arches re fitting possibly.
what size wheels and what ET?
and tyre size?

You will need to trim the wing and reposition the arch
