The ends of my heelboard are totally shot but rest of it is sound.

I've got a complete heelboard panel (from M-Machine so it's not a Heritage one).

Any reason to do the whole panel rather than just the ends? seems like a lot of spot welds to drill out!

I've also got got to do the inner and outer sills but was going to do the heelboard first.

Now if you have got a complete panel i would replace the complete thing, that way you will not get any variances in width. yes quite a few spot welds but as you are going to replace the inner and outer sills, doing it properly will create less potential issues.
