Just checking if my mini will fail it's mot if there is rust inside the headlights? Or would it be an advisory

I am sure it would fail, as it would be seen as reducing the light effectiveness, unless it is a very, very small area.

Rust inside a headlight is not an instant fail, it depends on its affect on light output and beam image.
