Rust Bubble

I've got one rust bubble on the wing of my car it was re sprayed around 4 years ago in vauxhall Arden Blue. The rest of the car is solid an I'm not keen to pull it apart. I dont however want to just leave this as a paint bubble so how best would I tackle this

From what I know, deal with it asap. Sand down till bare metal, anti Rust, primer and paint. Even if it's not a perfect job, always better than spreading rust ;)

It depends which side started rusting first, if from the back then it will probably go through when you sand it. Nothing to lose by scraping off paint, sanding and putting some epoxy on it, but I would clean and paint both sides.

clean it weld it fill it prime it paint it
