So... turns out the problem may have been that the ECU plugs weren’t firmly connected.
I removed the ECU today and checked the connection of each pin between the ECU and stepper motor. There were no broken connections.
I visually inspected the pins on the ECU and the wires of the connector. There was no corrosion or obvious damage.
Plugged the ECU back in... and now the stepper motor is working perfectly and the car is idling perfectly.
I’m thinking that I may have not firmly connected the ECU when I reinstalled it after replacing the vacuum tubes. This is when the inconsistent idling problem began.
At the time, I assumed that the car had another fault. Before replacing the vacuum hoses, the car would stall when returning to idle, and after replacing them the idle would sometimes be high and sometimes low.
Problem solved, I guess?
It almost seems too good to be true.
