Is this where my bump stop should be ?
How do I attach it ?

There'll be one or two nuts directly above it depending on whether its single or twin bolt fixing. They're awkward to get to, access from behind and above.

I used a grinder to get both mine off.

Then fitted the ones used on hydro-elastic vehicles that are fitted on the suspension arm (fixed with the lower shock bolt).

No. Just be aware that you have it fitted already so when cutting off the old bump stop it may fall suprising you. BUT if it is present on the other side you should keep it. It is just a thickish washer that can be seen in your photo. As you take it to bits it should get clearer.
