Dusky that's brilliant diagrams too...

 

So blanking the lot off is the best, blanking just the valance is 2nd best, standard valance is 3rd and standard with holes is the worst

 

And in answer to Pinks questions...bond the valance on, and either blank just the valance or the whole under subframe

 

Put holes in the valance  only  if its paneled off otherwise its a worse air-brake

The effect of holes might be interesting if you also skin the underside. Doubt they'll do much aerodynamically, but the ventilation could be handy.
