Does anyone know the reason why there are 2 holes on the water pump shaft and should water come out?

I know of one hole in the body of the water pump which lets water out that has got past the shaft seal.  If it's leaking here you need a new pump.

Is there no way to fix this? I thought it could just be a releive valve

If you are getting any water out of those holes, then these days, as Nick has said, the only fix is a new pump.

One of these is a 'tell tale' to let you know that the pump seal has gone.
