To be honest, the brakes should be non servo drums all round. They might just need a good going over and adjustment to be at their best. They will never be as strong as a newer car or something with a servo but for what they are drums aren't bad when they're in tip top condition.
None of the points you said have raised any concerns, I'd see if you can get some money off for the rusty sills incase you need to do them in the future. Even if they're not it's a bargaining point.

It has a small amount of rust around the sills but I lifted the carpets etc and all looked ok
I think we’re at a point where it doesn’t matter what’s said, you’ve fallen for the car.
But that little bit of rust? Let’s have a look at it. The repairs done in the 80s and 90s are some of the worst, I fear unless this really is just ‘a little bit’ you may have some pain.
