A faulty TPS will prevent you going above about 2000 rpm even if the throttle is opened.

Most likely either the throttle pedal switch has failed in the closed position, or there is a wiring fault like a short circuit on the cabling to the switch. With the switch closed, the car will assume it is idling so when you open up the throttle it gets all out of whack. Happened to me and when it did, the car would not rev past 2500 or so and would backfire through the inlet. You can simply disconnect the switch inside the car to see if it is the actual switch, the car will run fine without that switch( (may idle a little high) though likely it would not pass the idle emissions test as the ECU will not be using idle control settings for fuel and spark. The connector is mounted on some bracket down near the clutch pedal.
