This is a "rusty" paint effect. Interesting.

 

 

 

What I want to know is how did they fit MK1 rear clusters on a P reg car?

Only trouble with that is a few years down the line, spotting the real rust amongst the fake! 

 

Rear clusters are via an adapter plate.

It is called rat look, it was very popular in the VW custom scene a few years back
